The Demise of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new 28-point plan for ending the war appeared – momentarily – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of opposing developments captured the grim essence of the current period. By day, diplomatic battles are conducted: hopeful statements are released from multiple capitals. Significant resources is expended on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability provided through current data. From observation points, defense planes that had been dispatched to intercept incoming aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.

Moments later, Kyiv's missile defense engaged: defensive missiles fired to intercept a incoming threat. This was a sophisticated defense system at work, presumably delivered by partner states. Every deployment creates sudden vibrations, shaking the windows. The brief panic quickly becomes grim resignation: maybe the approaching threat won't hit its mark this time, preventing destruction from devastation and another blackout.

Continuous Dangers

Soon after, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a defensive team – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it maintained course toward its destination.

Intermittently, this carried on until dawn. Kyiv greeted the morning news: several casualties, devastation and infrastructure problems in numerous residences as a result of the evening attack. As always, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's critical military reliance on external assistance – a dependence that European nations are demonstrably unable to fill in the short term.

Failed Diplomacy

The 28-point plan from Washington provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new initiative from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This trend will, certainly, persist.

Political Considerations

It is easy to blame specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a premise familiar among international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The American government presumes that it is unfeasible to force Russia to relinquish the territory that it currently occupies in Ukraine's south or east.

The challenge is that while accepting these circumstances, American administration does minimal to discourage Russia, through words or deeds, from thinking that the current condition will not evolve additionally in its advantage in the coming year.

Opposing Positions

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's government remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but avoiding a complete military breakdown until situations evolve in its favour.

Present Conditions

Objectively, there are no genuine requirements for a armistice. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a only one week to kill the 28 points of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
